Every time George Osborne announces a minor upwards tweak to the bank levy, a section of the City reacts as if the chancellor has declared an ambition to drive the money-changers out of London’s financial temple.


Nigel Wilson, chief executive of insurer Legal & General, took up the cudgels at the weekend. Osborne is “repeatedly going back to the well to extract funds through a bank levy, a move which ultimately risks forcing banks to relocate outside the UK”, he said.

'Less than half' academy chains producing above average GCSE results

Department of Education study will fuel election debate over impact of academies and free schools


Only eight out of the 20 academy chains responsible for more than 240 individual schools examined by the Department of Education are producing above average results at GCSE or equivalent, according to the first systematic government attempt to grade their performance.


The figures also show that some schools, especially within London, are improving faster than academy chains, but many schools in deprived towns in the north are falling back.
